Perl does have a reputation for being unreadable, and a black-box interpreter can be problematic. The imperative to craft readable code is one of the Python community's strengths.
My concern here is the mandating of Python rather than the mandating of those features that make Python ideal in this economic environment. Hard to imagine, but what if something better comes along? Competition given these restraints would be beneficial in the long run, so no point in dictating the best choice, especially if it really is the best choice!
Why that is cool. His quote about Perl is malarky and his "why use a free language if the interpreter isn't free" is laughable.
